What does this place already have, and what is the smallest useful next action to care for it?
Living Ground is a developing inquiry into caring for existing places: helping local stewards move from a documented need to work they can authorize, fund, deliver and maintain.
A product hypothesis
The governing direction starts with caring for existing places: maintain and repair, adapt and reuse, reconnect, then add compatible infill where it strengthens a neighborhood. An Action Packet would connect evidence and resident knowledge with legitimacy, authority, funding, appropriate delivery and continuing stewardship. This is a product hypothesis, not an operating service.
AI could help organize evidence and route questions, while people retain authority over consent, funding and professional decisions. New development and predevelopment are possible capabilities within the inquiry; they are not its starting point.

What exists today
Field Pack v1 contains a blank case brief, a public-record demonstration, an actual-workflow sheet, an interview guide and route cards. These tools are prepared for rehearsal; practitioner comprehension and usefulness have not yet been validated.
The next step is consented testing with a willing host against a real handoff problem. No paid pilot, customer demand, revenue, measured time saving or community impact has been established.
